But, when in the opinion of the Boerd of
Control, as advised by the General Manager, any special terminal
facilities must be provided (whether in the shape of Godowns for
storage, Cranes for loading and unloading, Construction of
special sidings, pr provision of sorting and stacking ground,
coalslips, granaries and the like), such special terminal
facilities shall be built out of Capital Expenditure by the
Section on which they are located, and the receipts due there-
-from, in the shape of rents, ground rents, and the like,
together with the interest on the Capital Expenditure involved
in providing them, shall be credited in full to the Section,
which supplies them: provided that, in
consideration of the
staff and stores employed by the administration for their work-
-ing and maintenance, a sum shall be deducted from such receipts
in proportion to the ratio between half the revenue expenditure
and the gross receipts of the whole Railway as ascertained for
the previous half-year, and such receipts shall be pept
separately in the accounts to enable credit to be afforded to
the Section concerned.
Should it at any time not be possible to
charge for special terminal facilities, as above laid down,
because by doing so the rate would be unduly increased, a sum
out of Gross Peceipts shall be set aside for payment thereof,
and such charges bhall be payable to each Section from the Gross
Receipts prior to the final distribution between the Sections
as provided in Article 24.

Division of Profits.
The business of the Railway shall be reduced
to a basis of ton miles, and for this purpose one ton mile shall
be deemed to mean the transport of one ton of British measure
for a distance of one British mile, coaching traffic being
